In my experience, you can open two .rc files side by side File | Open.
Each file is represented as a split pane with a list of resources on the
left and the area for editing a selected resource on the right.

Now you can copy any resource between the two files: select a resource
in the list of one .rc file, copy (Edit | Copy or Ctrl-C), switch to the
other file and paste (Edit | Paste or Ctrl-V).

This doesn't work from Resource View for a .rc file that's part of the
project (if I recall correctly, pasting into Resource View works but
copying from it doesn't). You should open each .rc file explicitly with
File | Open, even if one or both are part of the currently opened
project.
