I would suggest the JMF would be the best bet for
the core of tthis system.

Despite that 'It is stagnant..' & due for replacement in
Java 7 by JMC (I do not think the early versions will
support streaming(?)), it is capable of streaming video
and audio data across the web.

The real problem, or issue, is how much *bandwidth*
it will take to stream 4 separate video/webcam signals,
plus audio, at any good quality.

What sort of Frames Per Second/widthXheight video
are you wanting to stream? What quality of sound?
12KHz 8 bit mono (very low)? 44.1KHz stereo (CD
quality)?
